Speed Cameras and Radars in Dubai: Where They Are, What They Catch and What It Costs

Dubai has cameras every 2 to 3 km on all expressways and on most city streets, and police cars and motorcycles carry mobile radars. The cameras are not hidden: grey boxes on poles or gantries over the road, often with a warning sign 300 metres ahead. Hiding is pointless; driving by the rules is easier. This article explains what the cameras detect, what it costs and what to do if a fine still arrives.

What the cameras detect

• Speeding at a point and average speed between two cameras.
• Running a red light and entering a junction after amber.
• Phone in hand and unfastened seat belt: new-generation cameras photograph the cabin through the windscreen and recognise both automatically.
• Driving on the hard shoulder and in bus and taxi lanes.
• Tailgating on sections of Sheikh Zayed Road and Emirates Road.
• Sudden lane changes, cutting in and overtaking on the right.
• Illegal parking: cameras on RTA patrol cars drive the streets and record plates.
• Trucks in prohibited lanes and at prohibited hours.
• Exhaust noise: since 2023 some streets have acoustic cameras.

Speeding fines

The tolerance in Dubai and most emirates is 20 km/h above the sign. If the sign says 100, the camera triggers at 121. Abu Dhabi has no tolerance. The amounts:

For a renter, impound means the company takes the car back for the impound period and bills you for the lost days at the daily rate plus the fee to recover the car from the pound. Doing 200 on the highway in a supercar is the fastest way to turn a AED 3,000 rental into a AED 60,000 invoice.

Average-speed sections

The Dubai to Abu Dhabi and Dubai to Al Ain highways and Emirates Road have paired cameras that calculate the average speed between them. Slowing before the camera and accelerating after it does not help: if you cover a 10 km section in 4 minutes, your average is 150 and the fine will come. Navigation apps show these as average-speed zones.

How you find out about a fine

A fine appears in the system 1 to 3 days after the offence, sometimes a week. You can check on the Dubai Police or RTA website by plate number, using the number and letter code from your rental contract. The fine is issued to the owner, the rental company; we receive the notification and forward you the camera photo, date, location and amount. You can pay online yourself or through us at face value.

Fines from other emirates take longer, up to two weeks from Abu Dhabi and a week from Sharjah. That is why we wait up to 30 days after return before closing the contract for good, and we message you only if something arrives.

Early payment discounts

Dubai gives 25 percent off for payment within 60 days and 50 percent off within 14 days on offences without points or impound. Once a year there is an amnesty with discounts on old fines, usually around National Day in December. Abu Dhabi gives 35 percent off for payment within 60 days.

Radar detectors and warnings

Radar detectors are banned: a device in the car means a AED 2,000 fine, confiscation and 4 points, and the police check for them at roadblocks. Camera warnings in Google Maps and Waze are allowed and accurate in Dubai, including mobile posts that drivers mark manually.

How to drive without fines

1. Keep to the sign plus no more than 10 km/h in Dubai, and exactly to the sign in Abu Dhabi.
2. Phone in a mount, calls on speaker.
3. Belt everyone, rear passengers and children included.
4. No sudden lane changes and no hard shoulder even in a jam.
5. Brake on amber, do not accelerate.
6. Pay for parking in the app immediately, not "in five minutes".

If the fine is unfair

You can contest it on the Dubai Police website within 30 days with an explanation and photos. Roughly half of appeals with evidence succeed, for instance when the camera caught a different car or the parking was paid. We help draft the appeal in English.

What the cameras look like and where they sit

Cameras in the UAE are not disguised; on the contrary they are made conspicuous, because the point is to reduce speed rather than collect fines. The types you will see:

• Fixed boxes on poles in grey or white, usually with a warning sign 200 to 300 metres ahead. These measure spot speed.
• Gantry-mounted cameras in large housings on overhead structures, often combining speed, lane and phone detection.
• Paired average-speed cameras on inter-emirate highways, marked with Average Speed Check signs.
• Traffic light cameras aimed at the stop line to catch red-light running.
• Mobile radars in parked police cars and unmarked white vans, most often at entrances to residential districts.
• RTA patrol car cameras for parking enforcement, cruising slowly and reading plates.

The appeal procedure

Appeals are filed through the Dubai Police website or app under Traffic Fine Objection within 30 days of the fine. You complete a form with the fine number, plate number and an explanation in English or Arabic, attaching evidence: photographs, parking payment receipts or workshop paperwork if the car was being serviced.

Review takes from one week to a month. The outcome arrives by email and in the app. If upheld the fine is cancelled; if rejected it stands and cannot be appealed again.

Grounds usually accepted: a technical plate-recognition error, documented proof the car was elsewhere, paid parking against a non-payment fine, or a medical emergency. Grounds not accepted: not knowing the rules, a sign being out of view, or arguing that surrounding traffic moved at the same speed.

What happens to fines after you return the car

We keep the contract open for 30 days after return, because fines from distant emirates arrive with a delay. During that period we check the database and contact you on WhatsApp if anything appears, sending the camera photo, date, location, offence type and amount.

You can pay online yourself with the early payment discount, or transfer the amount to us and we pay the same day, with the discount preserved because it depends on the payment date rather than who pays. We add no commission or markup, so you pay exactly the amount shown in the system.

If nothing appears within 30 days the contract closes automatically and we do not contact you again about that rental.

Average-speed zones: where they actually are

Average-speed enforcement in the UAE applies on long straight stretches where spot cameras achieve little. The main zones:

• The E11 Dubai to Abu Dhabi highway, across several sections of 8 to 15 km.
• The E66 Dubai to Al Ain highway.
• Emirates Road E611 on stretches between interchanges.
• The Sharjah to Khor Fakkan tunnel road, S142, at each tunnel entry and exit.
• The Jebel Jais road, on certain switchback sections.

Zones are marked with Average Speed Check signs stating the length. Google Maps and Waze display them as a separate camera type. Slowing before the second camera achieves nothing: the system times your passage across the whole section.

What to do if a fine arrives after you leave

We keep the contract open for 30 days and contact you if a fine appears. There are three ways to pay: online yourself on the Dubai Police site with any foreign bank card, by transfer to us so we pay the same day, or in cash through someone still in the UAE.

The early payment discount applies regardless of who pays, because it depends on the payment date. If a fine arrives on day 25 after your trip, the 50 percent discount has expired but the 25 percent for payment within 60 days is still available.

We add no commission and withhold nothing above the fine amount. We send a screenshot from the system with the sum and the payment receipt afterwards.
