Fines in the UAE are issued to the car, not the driver, and stored in a single Ministry of Interior database, with Dubai running its own. The car's owner, the rental company, sees them in its account. A visitor can also check and pay them if they know the plate number. Below is the process step by step, with options for people who do not have a UAE bank card.
Step 1. Find the plate number
A UAE plate consists of an emirate code, a letter code and digits. All of it is written in the rental contract, on the registration card in the glovebox and on the plate itself. You need the full set, because the same digits belong to different cars in different emirates.
Step 2. Check
For Dubai-registered cars the easiest way is the Dubai Police website, Fines Inquiry section, or the Dubai Police app. Enter the plate and you get a list of fines with date, location, amount, offence type and the camera photo. No registration required.
The second option is the RTA website, Traffic Fines section. It shows the same plus parking fines.
Fines from other emirates live on the UAE Ministry of Interior website and app, which cover Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain. A Dubai-registered car fined in Abu Dhabi shows up there first and appears in the Dubai Police database with a delay.
Step 3. Pay
Online on the same websites with any Visa or Mastercard except cards issued by Russian banks. The online payment fee is small, about 3 percent plus a fixed charge. The receipt comes by email; keep it.
Cash at self-service kiosks in shopping malls and ENOC petrol stations: you need the plate number and dirhams. Dubai Police stations and RTA customer centres also take cash and cards.

Deadlines and discounts
There is effectively no payment deadline for a visitor: the fine sits on the car, not on you. But until it is paid the company cannot close the contract or renew the car's registration. Dubai offers 50 percent off for payment within 14 days and 25 percent within 60 days on offences without points or impound. So a AED 600 speeding fine paid in the first week costs 300. If the fine is unfair
You can contest it on the Dubai Police website within 30 days: the Traffic Fine Objection section, with an explanation in English and photos. Typical grounds: the camera caught a different car with a similar plate, the parking was paid in the app and you have the receipt, or the offence was recorded while the car was in the workshop. Review takes a week to a month. In practice about half of appeals with evidence succeed. We help with the wording.
What happens if you do not pay
There are no direct consequences for a visitor: nothing is sent to your home country and nobody asks at departure. But the company can deduct the amount from a deposit if there is one, or issue an invoice. We take no deposit, so we simply ask you to pay fines before you leave or by transfer afterwards. If a fine is never paid, the car cannot pass its annual re-registration and the company pays itself. We do not rent to that client again, and the larger companies share blacklists.
For residents the consequences are heavier: unpaid fines block renewal of their own car registration and licence, and a large backlog can lead to a travel ban.
How to check before returning the car
The day before return, open the Dubai Police website, enter the plate and look at the list. If it is empty, there are probably no fines, although the last two or three days may not yet be reflected. We check the car for 30 days after return and message you only if something appears, with the photo and the amount.
Typical questions
I got a parking fine but paid in the app. Check that the zone and the plate number in the app match. A single wrong letter in the plate is the most common cause. Appeal with the receipt.
An Abu Dhabi fine is not visible on Dubai Police. Look on the Ministry of Interior website; it appears there first.
Can I pay in instalments? Residents can through the app; visitors cannot.
Will the fine be charged to my card automatically? No. No company can charge your card without your involvement unless it holds a deposit pre-authorisation.
How UAE number plates work
To check a fine you need to enter the plate correctly, and the UAE system differs from what most visitors know. A plate has three parts: the emirate, a letter or number category code, and the digits themselves.
Dubai uses codes from A to Z denoting the series, for example "Dubai K 12345". Abu Dhabi uses numbers from 1 to 21 instead of letters. Sharjah, Ajman and the other emirates have their own schemes. The emirate name appears in Arabic and English at the top or side of the plate.
When checking online you select the emirate of registration from a list, then the series code, then enter the digits. An error in the series code will show you someone else's fines or find nothing at all. All three parts appear in your rental contract under Plate Number.
Parking fines: a separate system
Parking fines in Dubai are issued by the RTA rather than the police and are held in a separate database on the RTA website. Typical amounts: unpaid parking AED 150, exceeding paid time AED 100, parking in a prohibited spot AED 200, in a disabled bay AED 1,000, and blocking traffic AED 500 plus towing.
A paper notice is often left under the wiper, but not always: cameras on patrol cars record offences remotely and you only learn about the fine when checking the database. So check both the Dubai Police and RTA sites before returning the car.
Parking is free on Sundays, public holidays and daily from 22:00 to 8:00. During public holidays, announced a few days in advance, free parking often applies citywide, so follow RTA announcements.
Avoiding fines entirely: a checklist
- Install the Parkin app and link a card as soon as you collect the car, or buy a local SIM for SMS payment.
- Pay for parking before you walk away from the car, not afterwards.
- Set a phone timer for ten minutes before your paid time expires.
- Check the zone sign: the zone letter and SMS number are written on every post.
- In malls watch the free allowance, usually two to four hours, after which you pay on exit.
- Do not park on yellow markings, by fire hydrants or in bays marked Reserved.
- Keep to the posted limit plus no more than 10 km/h in Dubai and exactly to the sign in Abu Dhabi.
- Check the fines database every two or three days during your trip so you can pay within the 50 percent discount window.
Apps that simplify everything
Dubai Police. Checking fines, filing minor accidents, submitting appeals and paying. Checking by plate needs no registration; paying needs a card.
RTA Dubai. Parking fines, parking payment, road information and the Nol card for the metro.
MOI UAE. The Ministry of Interior app for fines from every emirate except Dubai: Abu Dhabi, Sharjah, Ajman, Ras Al Khaimah, Fujairah and Umm Al Quwain.
Parkin. Paying Dubai street parking by card, with time extensions from the app and expiry reminders.
All four are free, work in English and need no local phone number for basic functions.

The first three account for about 80 percent of all visitor fines, and all three are easily avoided.
