The rule is simple: a visitor may drive in the UAE on a national licence if the issuing country is on the recognised list, and on a national licence plus an International Driving Permit if it is not. The list is approved by the UAE Ministry of Interior, changes rarely and applies in every emirate. Rental companies have to follow it because after an accident the insurer first checks whether the driver was entitled to drive at all.
Countries whose licences are accepted without an IDP
All 27 EU member states, the United Kingdom, Ireland, Switzerland, Norway, Iceland, the United States, Canada, Australia, New Zealand, Japan, South Korea, Singapore, Hong Kong, China, Turkey, Serbia, Albania, South Africa, Israel and the Gulf states: Saudi Arabia, Qatar, Kuwait, Bahrain and Oman. With a licence from these countries you get the car on one document and the police will ask for nothing more at a stop.
One nuance: the licence must be in Latin script or carry a Latin-script duplicate. Japanese and Korean licences come with an English version; Chinese licences should be accompanied by a notarised translation even though China is on the list.
Who needs an International Driving Permit
Citizens of Russia, Ukraine, Kazakhstan, Belarus, Uzbekistan, Armenia, Georgia, Azerbaijan, Kyrgyzstan, Tajikistan, Moldova, India, Pakistan, the Philippines, Indonesia, Egypt, Morocco and most countries in Asia, Africa and Latin America. The national licence is still required: an IDP is a translation, not a standalone document, and it is invalid without the original. A police officer will ask to see both.
In practice, many Dubai companies hand cars to Indian, Filipino or Russian visitors on a national licence alone if it has Latin-script entries. But at a police stop, after an accident and in an insurance claim the missing IDP becomes a problem: the insurer can refuse to pay and the company will pass the repair bill to you. So get one.
How to get an IDP at home
- India: at the RTO with Form 4A, up to a week.
- Philippines: through the LTO or the Automobile Association Philippines.
- Pakistan: at the traffic police licensing office, usually same day.
- Russia: via the Gosuslugi portal or any traffic police office in one visit, valid three years.
- Kazakhstan: through a public service centre or egov.kz, ready in a day.
- Ukraine: at an MIA service centre, same day.
The IDP under the 1968 Vienna Convention is the one the UAE recognises. Permits under the 1949 Geneva Convention issued by some countries are also accepted, though less consistently.
Getting one in Dubai if you forgot
We can arrange a digital International Driving Permit on the spot: you need your passport, national licence and a photo; it costs AED 250 and arrives on your phone the same day. A printed version costs AED 500 and is ready the next day. It is valid for three years and useful in any other country that does not recognise your licence directly. This is a legal service through a licensed operator, not a home-made card from the internet.

These are rental company and insurer rules rather than law, so thresholds vary between companies. Some companies add AED 50 to 100 a day for drivers under 25. There is no upper age limit.
What else is checked at handover
Passport with a visa or entry stamp. We do not ask for a credit card because there is no deposit. We photograph the licence and passport ourselves at handover. If a second person will drive, their licence and passport are needed at handover too, and they are added to the contract.
If the police stop you
Pull over, stay in the car, lower the window. The officer will ask for your licence, IDP, passport and the car documents: the registration card and the rental contract, which must be in the glovebox. The check takes five minutes. Without an IDP on a non-listed licence, the fine for driving without a valid licence is up to AED 2,000, the car may be impounded, and sorting it out with the rental company is on you.
If you are a UAE resident
With a residence visa you cannot drive on a foreign licence, even with an IDP. You need a local licence. Holders of licences from recognised countries convert them at an RTA centre in a day without a test: eye check, translation and a fee of about AED 900. Everyone else takes theory and practical lessons at a driving school, which takes a month or more. Rental companies require a UAE licence from residents, and we check visa status at handover.
Motorcycle and truck licences
Renting a passenger car requires category B or its equivalent. Minivans up to 14 seats also need only B. Motorcycles need category A and an IDP endorsed for A.
In short
Check your country against the list. If it is not there, get an IDP at home in a day, it is simpler and cheaper than doing it here. Bring both documents and your passport. At handover make sure every driver's licence is entered in the contract.
What a document check actually looks like
Police patrols stop cars less often in Dubai than in Europe: enforcement runs mainly through cameras. A stop usually has a specific cause: an offence, unusual behaviour, a check after a nearby accident, or a scheduled checkpoint on a city exit late at night.
The procedure: the officer approaches the driver's door, you lower the window and stay in the car. He asks for your licence, IDP, passport or a copy of it, and the vehicle documents. The database check takes two or three minutes on a tablet. If everything is in order you are sent on your way without formalities.
A passport copy is accepted and you need not carry the original, but keep a photo of the visa page on your phone. The vehicle documents, meaning the registration card and rental contract, must be in the glovebox as originals, and we place them there at handover.
If your licence is lost or stolen during the trip
First, report it to the police and get a loss certificate, done online through the Dubai Police app or at any station. Second, tell us, because without a valid licence you cannot continue driving the rental car and the insurance ceases to apply.
Your options then: replace the licence through your country's consulate, which takes several days, switch to chauffeur hire for the remaining time, or return the car early with a recalculation by actual days used. We recalculate without penalties in these situations.
Licences for residents: getting a UAE one
Once you hold a UAE residence visa, foreign licences cease to be valid, and this applies even to holders from recognised countries. The process for obtaining a local licence depends on where yours was issued.
Direct exchange without a test is available to citizens of listed countries: the EU, UK, US, Canada, Australia, Japan, South Korea, the Gulf states and several others. You need an Emirates ID, visa, the original licence, an Arabic translation from a licensed bureau, an eye test at an optician and a fee of about AED 900. The whole process takes a day at an RTA service centre.
The full course applies to everyone else: registration at a licensed driving school, theory classes, a theory exam, 20 to 40 practical lessons depending on experience, and a road test. It takes one to three months and costs AED 5,000 to 9,000. Holding a foreign licence with experience reduces the number of compulsory lessons.
